At the invitation of Laos Ministry of Energy and Mines(MEM), HRC delegation headed by Director General Dr. Xu Jincai visited Laos from 21th to 26th March, 2018. Dr. Xu attended the "Seminar on Hydropower and Dam Safety " which is co-sponsored by the World Bank and the South-South Development Center, and gave special presentations on "Safety and Technical Management for Hydropower Plant". H.E Mr. Thongphath Inthavong, Vice Minister of Laos MEM, and Prof. Dr. Chen Shengshui, Vice-president of Nanjing Hydraulic Research Institute attended the seminar opening and delivered key-note speeches. Dr. Chen and Dr. Sheng Jinbao, Vice Chief Engineer also delivered respectively technical presentations on "China's Dam Safety Monitoring Technology and Its Application" and "Assessment & Management of Dam Risks".

There were over 120 participants including officials from Laos MEM and Provincial Department of Energy Management(DEM), hydropower project owners, and etc. attending the seminar.

Accompanied by Mr. Bouathelp Malaykham, Deputy Director General of DEM of Laos MEM, the delegation investigated the safety status of hydropower and dam in Laos. They also paid a visit to Mr. Sychath Boutsakitirath, Director General of DEM of Laos MEM. After an in-depth exchange on the technical cooperation on hydropower and dam safety management, both sides signed the Minute of Meeting and agreed to conduct the capacity building and technical joint research under the framework of "Lancang-Mekong" Cooperation.
