---The "Seminar on the Exploitation and Utilization of Water Resources and the Treatment of the Aquatic Environment for Latin America, Caribbean and South Pacific", which is sponsored by the Ministry of Commerce, P. R. China and organized by National Research Institute for Rural Electrification, also known as Hangzhou Regional Centre (Asia-Pacific) for Small Hydro Power (HRC), was successfully kicked off online on the evening of July 14th, 2021. Mr. Chen Runyun, Vice President of Academy for International Business Officials (AIBO) of the Ministry of Commerce of China, Ms. Duan Weihua, Deputy Director of Programme Management of AIBO, and Mr. Xu Jincai, Director General of HRC, had attended the opening ceremony. 168 representatives from Colombia, Dominica, Ecuador, Mexico, Peru and Venezuela respectively have signed up to participate in this seminar.
Vice President Chen Runyun delivered a speech on the opening ceremony. He first warmly welcomed all the officials and experts from Colombia, Dominica, Ecuador, Mexico, Peru and Venezuela. He then introduced the importance of water resources upon economic and social development, as well as the work in the field of water resources management conducted by China and corresponding achievements. He also emphasized that China will always commit to the path of peaceful development and mutual benefits, and is willing to share the experience of development and propose international cooperation programmes via talent training and technical exchange. China fully supports Latin American countries in their capacity building for self-development.
Mr. Randy Rodríguez, H.E. Vice Minister of the Ministry of Water Resources of Venezuela, Ms. Ana Hidalgo, Director General of Water Resources of the National Agency of Water Regulation and Control of Ecuador, Mr. Luis Yampufe, Director General of Water Administration of the National Water Authority of Peru, and Mr. Luis Dueñas, Deputy Director General of Department of Planning and Information System of the Autonomous Association of Boyacá of Colombia expressed their thankfulness on behalf of the officials of their countries respectively towards Chinese Ministry of Commerce and HRC for organising this seminar. They appreciated Chinese government for sharing China's experience in the exploitation and utilization of water resources and the treatment of aquatic environment with developing countries in Latin America, Caribbean and South Pacific. They hoped that every participant can enhance his or her technical competence by taking part in this seminar. And they would like to appeal for further technical cooperation with China and among all the participating countries.
Director General Xu Jincai gave a brief introduction to the schedule of this seminar on behalf of the organizer. It is expected that through 14 days of study, all the participants would better understand the advanced concepts, management experience and concrete applications of China's exploitation and utilization of water resources and the treatment in terms of aquatic environment. Moreover, participants will have several virtual tours to some of China's most typical water projects and water research institutes. It is hoped that all the participants can actual learn something from this seminar.
This seminar is the 121st international training programme that HRC had implemented since its establishment. It is also HRC's first online training session that had taken place since the pandemic of Covid-19. HRC attached great efforts in preparing this seminar and had come up with several ideas to solve problems that emerged in the implementation, such as the effective coordination among a vast number of participants and the severe jet lag, etc. HRC is now trying to explore new modes for online international training programmes and has been constantly accumulating and enriching the experience.
