2012 Seminar on Rural Electrification for Developing Countries Concludes Successfully

   ---The "Seminar on Rural Electrification for Developing Countries", a 28-day foreign-aid training program entrusted by the Chinese Ministry of Commerce has been concluded successfully based on the concerted efforts of all lecturers, international officials and HRC training team. The closing ceremony was held on September 26, 2012.

   The grand ceremony was held in HRC's multi-functional hall. Mr. Fan Aihua, Division Chief from Commerce Department of Zhejiang Province, Ms. Cheng Xialei, Director of HRC, Mr. Zhu Xiaozhang, Honorary Director of HRC, Mr. Xu Jincai, Deputy Director, and 24 officials from 15 countries attended the ceremony.

   Mr. Pan Daqing, Chief of Foreign Affairs and Training Division of HRC, presided over the ceremony. Mr. Fan Aihua, Division Chief from Commerce Department of Zhejiang Province, Ms. Cheng Xialei, Director of HRC and Professor Zhu gave an address respectively.

   On behalf of Foreign Aid Department of the Ministry of Commerce and Commerce Department of Zhejiang Province, Mr. Fan extended his sincere congratulations on the successful conclusion of the seminar and his heartfelt thanks to HRC for its satisfactory implementation of the foreign-aid training task entrusted by the Ministry of Commerce, as well as his deep respect to all officials for their abundant accomplishments achieved through joint efforts. Mr. Fan also introduced to the officials the achievements made by Zhejiang Province since China's reform and opening up. Meanwhile, he warmly invited the officials to often go back to Zhejiang to take a look at the view, strengthen the contact and communication with HRC, exchange technology and share experience, and promote cooperation in the field of SHP, so as to realize the common progress of all the developing countries.

   Ms. Cheng expressed, on behalf of HRC, her sincere thanks to all the officials for their earnest attitude and friendly cooperation shown during the seminar, and the congratulation on the achievements proved by the certificates from the Ministry of Commerce of China. Ms. Cheng made a detailed review and a comprehensive summary of the fulfillment process of the seminar and its abundant accomplishments, and she expressed that HRC had been greatly encouraged by all the high evaluations from the officials and surely would spare no effort to be better and better in future. It was also expected that after returning to their respective countries, all the officials would play more important roles in promoting the local SHP development and rural electrification. Ms. Cheng warmly welcomed the officials to revisit HRC --- the Home of the World's Small hydropower, strengthening communications and carrying out more concrete cooperation in the field of SHP as well as other renewable energies.

   Professor Zhu said he believed that through nearly 30 days of professional presentations and field trips, officials might have understood "why and how SHP and rural electrification development in China could be that quick with that large scale and how development of rural electrification brings about substantial benefit to the rural people". Professor Zhu also hoped that the officials could be aware of the sincerity of Chinese people in helping developing countries for their progress toward modernization. It was expected that based on mutual understanding and trust, the cooperation would be strengthened and the blossom of friendship would bear fruit in the near future.

   The warm addresses given by the leaders drew loud applauses. On behalf of all the officials, one of the monitor, Ms. Shorai, a Principal Energy Development Officer from Ministry of Energy and Power Development of Zimbabwe delivered an emotional speech, expressing their gratitude to the Ministry Of Commerce of People's Republic of China and Hangzhou Regional Center (Asia-Pacific) for Small Hydropower for giving them the opportunity to stay with the ever smiling people of the People's Republic of China for the 28 days. They were grateful to all the lecturers as well as the staff of homely Ruidi Hotel and restaurant, and their special thanks went to Division of Foreign Affairs and Training team of HRC. She said: "You are so caring. You worked tirelessly to make sure that our schedule never had a dull moment. We will never forget memorial events¡­¡­We made friends at HRC and thanks to the friendly smiles and hospitality of the Chinese's people. It has been easy for us to mingle and mix although we came from different countries with different cultures and languages. In deed we were one family¡­¡­We thank HRC for all presented to us".

   According to the feedbacks from the officials attending the seminar, all of them affirmed that great achievement had been scored, as shown in the summary made by Ms. Shorai: "During this training period I have no doubt that all participants learnt from China's experiences and technical know-how in SHP, Solar power and Wind power development and their important role in Rural Electrification and overall socio-economic development. With the knowledge HRC imparted to us, we will certainly contribute in the development of SHP & renewable energy to boost Rural Electrification Programs in our respective countries".

   In conclusion, Ms. Shorai expressed on behalf of all the officials that the seminar had strengthened between China and their countries. As they went back to their countries, they would make every effort to be connected with HRC for further cooperation, and they would exploit the cooperation seriously.

   To warm applauses, Mr. Fan, on behalf of Foreign Aid Department of the Ministry of Commerce, awarded the certificates to the officials. Mr. Pan presented prizes to the winners of the boat-rowing competition on the beautiful West Lake in a weekend during the seminar.

   From 26 to 28 September, officials would be leaving China successively for their home countries. At the time to say goodbye, everyone had a good wish: May true friendship last forever and cooperation be fruitful! (2012-09-29)
