---On 1st November, 2011, the opening
ceremony of "Ministerial Seminar on Water Resources
and Small Hydropower for Developing Countries", jointly
sponsored by Ministry of Commerce and Ministry of Water
Resources and undertaken by HRC, was held in Hangzhou.
Mr. Wang Hong, Chief Engineer of Ministry
of Water Resources, delivered a speech at the opening
ceremony and made the keynote speech entitled "Development
of Water Conservancy in China". Mr. Wang Hong provided
detailed information about the basic water situation,
state quo of water construction and strategic planning
of water conservancy development in the next ten years
in China, and he also answered over ten questions that
were put forward by the officials present at this opening
ceremony.
On behalf of Ministry of Commerce and
other related departments of Zhejiang Province, Mr. Zou
Chuanming, Vice President of Academy for International
Business Officials, Ministry of Commerce, and Mr. Han
Jie, Deputy Director of Department of Commerce of Zhejiang
Province delivered speeches. As the representative of
all the officials, Mr. Ogunlade Robert Davidson, Minister
of Energy and Water Resources of Sierra Leone delivered
a speech.
Totally 25 high level government officials
including Ministers, Deputy Ministers and Section Heads
from 12 countries in Asia and Africa, such as Cambodia,
Pakistan, Ghana, Egypt and so on attended the seminar.
This is the first ministerial seminar in the field of
water resources and small hydropower that was held by
Chinese government, with the purpose of strengthening
the communication and cooperation between China and other
developing countries in the field of water resources and
small hydropower, sharing success experiences, advanced
technologies and the best practice, promoting the effective
utilization of water resources and sustainable development
of small hydropower in the whole world. Mr. Liu Heng,
Director-General of International Center for Small Hydropower,
Mr. Dong Zheren, Vice Chairman of Chinese Committee of
Global Water Partnership, Mr. Jia Jinsheng, Chairman of
International Commission on Large Dams and Vice President
of China Institute of Water Resources and Hydropower Research,
Mr. Tian Zhongxing, Director-General of Bureau of Rural
Hydropower and Electrification Development, MWR, Mr. Xu
Wenbin, Deputy Director of Zhejiang Provincial Department
of Water Resources, Ms. Cheng Xialei, Director of National
Research Institute for Rural Electrification/Hangzhou
Regional Center (Asia-Pacific) for Small Hydropower, will
be invited to give lectures respectively in terms of General
Management and System Construction of Chinese Water Resources,
Introduction on Eco-Hydraulic Engineering, Development
and Prospect of International Dam Construction Techniques,
Small Hydropower Development in China, Small Hydropower
Development Practice in Zhejiang Province, SHP Development
Modes and Technical Characteristics. Officials of this
seminar will visit National Water Museum of China in Hangzhou,
and will also pay a visit to major water projects, hydropower
equipments manufacturers, small hydropower stations and
Three Gorges Project in Shaoxin, Jinhua, Yichang, Shanghai,
etc.

Ministry of Water Resources, Mr. Xing Yuanyue, Deputy
Director-General of Bureau of Rural Hydropower and Electrification
Development, Ministry of Water Resource, Mr. Liu Deyou,
Deputy Director-General of International Center for Small
Hydropower, Mr. Xu Wenbin, Deputy Director-General of
Department of Water Resources of Zhejiang Province and
other persons in charge attended the opening ceremony.
Mr. Chen Shengshui, Vice President of Nanjing Hydraulic
Research Institute, Ministry of Water Resources presided
over the opening ceremony and the keynote presentation.
At noon, Ministry of Commerce and Ministry
of Water Resources prepared a banquet to welcome all the
high level government officials from different countries.

Resources, delivered a speech at the reception and Ms.
Cheng Xialei, Director of National Research Institute
for Rural Electrification (HRC), presided over the banquet.
