---On August 11, accompanied by Mr.
Fan Aihua, Division Chief from Department of Commerce
of Zhejiang Province, an inspection team with members
from the Department of Finance, Department of Aid to Foreign
Countries, and Academy for International Business Officials
(AIBO) of Ministry of Commerce came to HRC to inspect
the overall implementation of the training programs.
The year 2011 has been designated
as the year for quality inspection and improvement with
the aim to strengthen the awareness of quality for the
organizers, to find and deal with the quality loopholes
so that the quality assurance system for the training
programs could be optimized and the quality and effect
of the programs be guaranteed. The inspection focused
on the program application and preparation, participants
recruitment, reception, lecturing and follow-up communication
management, etc.
The inspection team listened to a report
made by Director of HRC Ms. Cheng Xialei on the implementation
of training programs as well as the result of HRC's self-examination,
after which they checked the profiles and materials on
various aspects of the training programs such as project
implementation, managerial systems, lecturers and translators,
and financial conditions, etc. Then the whole team examined
training facilities such as the lecturing room, hotel
room and restaurant.
After inspection, Ms. Lu Changming,
Division Chief from AIBO gave a conclusion. She said,"For
decades of years, you have implemented the training programs
effectively, vigorously and professionally. You've done
a good job and you are the first training center that
I have ever seen with such remarkable strength on teaching
staff, teaching materials and facilities, publicizing
materials as well as achievements made from follow-up
cooperation. From the schedule for activities, I could
see that you have spared no efforts to transfer your genuine
knowledge and experience sturdily, just as what we have
been instructed to do by the leaders of the Ministry of
Commerce: to teach people how to fish instead of giving
them some fish. " Meanwhile, Ms. Lu suggested that
a research project on the achievement brought by the training
programs should be done in the future and participants
should have the opportunity to visit less developed areas
in China. Other members of the team gave some suggestions
on the profile and material as well as finance management.
Mr. Fan from Department of Commerce
of Zhejiang Province gave full recognition to HRC's achievements
on foreign-aid training and suggested that HRC arrange
a trip to AIBO in Beijing for its own improvement. He
stressed that this trip for learning must be highly valued
so that HRC could successfully hold the "Ministerial
Seminar on Water Resources and Small Hydropower for Developing
Countries" in the coming November which will be the
first of its kind in HRC's history.
On behalf of HRC, Ms. Cheng expressed
her heartfelt thanks for the recognition and advice given
by the inspection team. She promised that HRC will follow
the advice earnestly, keep up the good work and improve
the weak aspects; meanwhile, HRC would enhance training
work management and implementation ability construction,
rule out quality loopholes in time and improve the quality
assurance system so as to elevate the quality and level
of foreign-aid training in an overall manner. (2011-08-16)
