Mr Zhang Guobao: Actively
develop new & renewable energy

---At the national energy work meeting
held on Feb. 3rd , Mr. Zhang Guobao, deputy director of
National Development and Reform Commission and concurrently
director of National Energy Administration, noted that
it is imperative to actively develop new & renewable
energy and continuously raise the proportion of clean
energy in the primary energy consumption in order to improve
the energy structure in the long run.
Mr. Zhang Guobao stated that China
is rich in water resources with an exploitable potential
of 400 million kW. To accelerate the hydropower development,
we need to think in new ways. We should combine hydropower
development together with lifting migrants out of poverty
and promoting local economy. We need step up efforts on
environmental protection along with hydropower development.
It is important to leave more ecological room for rivers
and give top priority to ecological preservation during
hydraulic construction.
It is noted that China is also rich
in wind resources with a bright developing prospect. We
should promote the healthy development of wind power and
strengthen its administration. In the same time, it is
necessary to improve related policies and facilitate the
domestication of wind-power equipment, gradually establishing
China's wind power industry system. In accordance with
the requirement of "integrated into big grids and
set up a big base", we should try our best to set
up several big-scale wind power bases in Gansu, Inner
Mongolia, Hebei and Jiangsu provinces.
It is pointed out that we should speed
up the development of solar energy, the most popular resource
in the world. We should take solar energy utilization
technique as an important strategic technology. Solar
water heaters should be installed at the government and
commercial buildings. Besides, we should start the demo
projects of solar energy generation and solar photovoltaic
generation at the roof of urban residence, promoting the
development and industrialization of solar silicon technology.
