---The 2006 Small Hydro Power Training
Workshop was held from 19 Dec 2006 to 8 Feb 2007 by Hangzhou
Regional Center for Small Hydro Power (HRC). Attended
altogether 42 participants from 30 countries, covering
Asia, Africa, Latin America, Europe and Oceania. This
training workshop was sponsored by Chinese Ministry of
Commerce, as one of the technical collaborative projects
among the developing countries.
Participants were required to master
the basic theory and principles of SHP development. The
subjects covered load forecast, hydrology, hydro energy
calculation, exploitation modes, planning, low-cost and
simplified civil structures, electrical, mechanical, automation,
technical refurbishment, SHP economic evaluation. Such
special topics as hydro power resources in China, floor
control and disaster mitigation, hydropower engineering
management, renewable energy, hydraulic ram, Environment
Impact Assessment for SHP, CDM, private SHP investment,
SHP development integration with environment, energy and
environment interaction and micro hydropower units in
China were also introduced and evaluated by the participants
as beneficial.
Study tours were arranged to Xiaoshan,
Shengzhou, Linhai, Wenzhou, Haiyan, Ningbo, Nanjing and
Shanghai, where the participants felt to have benefited
much. In Xiaoshan, Shengzhou, Linhai, they visited some
SHP stations of various SHP development types including
the rubber dam, equipment manufacturers. Visits were paid
to Linhai Machinery Plant and Linhai Electric Machine
Co. Ltd. where participants were able to see the whole
process of the hydropower equipment manufacturing. On-site
discussions and inquireiey were made concerning the ordering
and the service of the hydropower equipment. In Wenzhou,
participants were excited to visit the big private company
Chint Corporation Ltd which has been fast growing in the
recent years. The company is listed No 1 so far in China
in the production of low voltage electric equipment.
In Nanjing, participants paid visit
to Tiexinqiao Hydraulic Experimental Base which is China's
largest hydraulic experimental base, and Guozi Nanjing
Automation Corp which is one of the listed companies in
China. As scheduled, participants visited Shanghai which
is a busy and dynamic metropolis of China. With the opening
and reforming policy set forth by the Chinese government
nearly 30 years ago, tremendous changes have taken place
in that city. A great number of skyscrapers pop up, with
its modern and convenient transportation network. It was
surprising, many participants felt, that Shanghai was
so modern and advanced that it is quite different with
what they had thought of before seeing it. In Qinshan,
participants were able to visit one of China's nuclear
power plants.
During the training workshop, HRC provided
a forum for the exchange of SHP experience and technology.
The participants were earnest to offer their presentations.
Altogether over 30 presentations were made by the participants
during the two full days, introducing the basic SHP status,
experience and lessons learnt in the practice of developing
SHP in their own countries. Encouragingly, participants
took part in the chairing of the SHP Forum and it turned
out very successful.
The main features of the training workshop
include:
1.It is the first time for HRC to conduct
a training workshop with so many participants from so
many countries, which requires a higher level of organization,
management and implementation. Through constant efforts
by HRC, HRC has overcome difficulty and reached the objectives
as expected.
2.In addition to the arranged schedule
and study tours related to SHP, we have also covered a
certain subject related to other renewable energy and
study tours have included the nuclear power and garbage
power plant. Such arrangements were highly appreciated
and appraised by the participants.
3.An international lecturer from Sweden
was invited to give presentations for this SHP training
workshop. Such topics he delivered as SHP environmental
impact assessment, CDM and etc were very much welcomed
by the participants. Meanwhile, as designed by the international
lecturer, the "Role Play" by the participants
as SHP developer, poor villager, rich villager, politician,
design engineer, consultant and journalist was so interesting
and imaginative that HRC may adopt it for the upcoming
SHP training workshops.
4.HRC organized several rounds of talks
exploring the potential international SHP cooperation
with participants from Nigeria, the Philippines, Tanzania,
Indonesia, East Timor, Zimbabwe, Vietnam, Myanmar and
Benin. The participants introduced to HRC staff the SHP
development and future SHP potential sites for exploitation
in their own countries. And they expressed that HRC could
offer technical assistance for the SHP development, including
feasibility study, consultation, training and etc. HRC
has expressed the willingness to provide technical service
and participate in the SHP development process.
5.It is also the first time for HRC
to organize two times of badminton matches and one football
match, several evening parties and five city tours around
Hangzhou. All these activities we expect have enriched
the life at spare time for the participants in a foreign
country for so long.
For 2007, at least two international
training workshops on small hydropower will be conducted
by HRC. They are:

transportation, training fees with pocket money 30 Yuan
per day per person will be borne by the Chinese government.

By now the 2006 SHP Training Workshop
has ended and let it be the new start of more future SHP
cooperation and development worldwide!
