---On the morning of September 8, a
group of officials from Chinese Ministry of Water Resources
headed by Ms. Liu Yaming, Director General of Personnel,
Labour & Education Department of Water Recourses Ministry
inspected HRC.
At the whole-staff meeting presided
over by Director General Mr. Zhang Jianyun of NHRI, Mr.
Chen Shengshui, Director of HRC, made the working report
to introduce the basic situation of the Center, the main
achievements obtained by HRC, the future working plan
and the existing issues to be solved with the assistance
of Water Recourses Ministry, etc.. Director Zhang specially
reported to Ms. Liu on the difficulties faced by HRC,
during the process of the reform of scientific and technological
system.
After hearing the reports respectively
made by the leaders of NHRI and HRC, Director General
Liu mentioned that nowadays rural electrification sector
has a good chance for development, and the progress achieved
by HRC in recent years shows that HRC staff have grasped
this opportunity. In the reform of the scientific and
technological system process, the chiefs and employees
of HRC should understand, support and coordinate the reform
with the capability of adapting themselves to the reform.
The basic reason of the existing issues met by HRC lies
in the system, which can be solved only on the basis of
the development of the Center. In the development process,
HRC must pay great attention to self-capacity building
to provide good service for the government and do what
the government wants to do. Ms. Liu also introduced the
related situation of reform being carried on in the Ministry
to the whole staff of HRC, including the reform of the
wage system in various institutions.
After the meeting, Director Liu conducted
a discussion on the related issues concerned by the staff
with the present and the former chiefs of the Center.
