30 August 2004, HRC's research item "Clean Development
Mechanism (CDM) Implementation for SHP Projects in China"
won the sponsorship from the science fund of Nanjing Hydraulic
Research Institute.
China's Development & Reform
Commission, Ministry of Science & Technology and Ministry
of Foreign Affairs have recently issued <The Interim
Administrative Regulations on CDM Project Operation>
(implementation starting from 30 June 2004), signifying
that China's CDM program has entered a new phase of regulation.
CDM was set in <Tokyo Protocol>
signed in 1997 in Japan. Research shows that 80% of CO2
accumulated through the emission in the air is from the
developed countries. So, the developed countries should
take the main responsibility for global climate change.
CDM is the new international
cooperative mechanism being participated by the developing
countries in environmental protection. The developed countries
provide funds to and technical assistance for the implementation
of green-house gas reduction in the developing countries.
The developed countries offset the excessive amount of
green-house gas emitted due to the large-scale economic
development in their countries by "purchasing"
such quota from the developing countries.
The implementation of CDM will
likely form a powerful capital flow internationally and
a new international market will be established, providing
the business opportunities for developing SHP industry.
An analysis of market exchange and capital flow direction
so as to understand the inner regularity will ultimately
benefit the sound SHP exploitation in China. (2004-09-01)
